That's where the tournament on the 22nd comes in. That gives everyone from out of town a full three weeks to make plans & arrange for air fare, etc. Also, keep in mind that if the winner of the final table after the 25 weeks can't make it then the player who came in 2nd would play in the WS & so on. Someone out of the 9 players will be able to make it on either June 3rd or 22nd.
