Dick Allard (and partner) have a licensing agreement with all (or at least 90%) of the lawful cathouses in Nevada to produce customized chips (we call them Fantasy Chips) using the names and likenesses of the cathouses on the chips.
Now, the two chips that you have shown are NOT chips that they would produce under their license agreement(s) because the City of Las Vegas, NV has no lawful cathouses. However, the style in which those chips are made (i.e., a recessed inlay stickers) looks like their production process.
HOWEVER, that process is not unique unto them and typically involves chips that are readily available from the Gambler's General Store (or other open sources). Therefore, those chip could have been fashioned by anyone.
I am certain that they are Fantasy chips and are not legitimate brothel chips, if there are such actual things? Meaning round disks, marked with a cathouse name and used for gambling purposes at the identified cathouse.
I also view MOST tokens indicating various "Good For ..." services at a cathouse as also being bogus (or somebody's fantasy ).
