Seems that way with Hard Rock Chips from Tampa and Hollywood lately ($1 & $2 chips). I only wanted 1 of each at face but for some reason each time I bid I was out bid on them. I looked back at my bidders, 9 different bidders on 3 auctions (none never repeated to the next auction), only me.
