As far as I know, these brothel chips were never used for any purpose other than souvenirs. Some were made in cooperation with the brothels and some might be for sale in the brothels. But mostly these are just home made chips. They buy blank chips from the manufacturer's, make up a paste on inlay and they are in business. If you had to decide real or fake, than they are much more fake than real. And the only possible real use is as a souvenir. My personal opinion is that they are far over valued in comparison to other "souvenir" or "fantasy" type chips.
