My apologies for the poor choice of words.

As I stated, I was simply voicing my opinion.
As you can see, one can look at things from many different perspectives.

My guess would be that casinos also look at chip releases from many different perspectives.
Chip releases could certainly be termed as marketing tools.
Any release that brings more people hence more dollars into the casino benefits them. They are also in business and while they look out for their customers I would imagine, business comes first.
