It is actually American businesses that have outsourcing "policies", not the administration. Furthermore, the truth is, almost as many jobs are being created as a result of investment in America by foreign businesses as are being lost to outsourcing by American businesses. NPR report:

The whole "outsourcing" thing is a political fiction. We'd all be better off if both parties (and all of the politicans) would just leave business people alone.

Don't know the answer to that (or whether your supposition is accurate). I'll be happy if he just wins by a couple of votes, never mind percentage points!!
