No, this is not correct.

First, New Jersey only allows gaming in Atlantic City and the Tunica, MS area (9 casinos) are not native American casinos.

Many other areas (Iowa, Indiana, Illinois, etc) have passed docked riverboat gambling laws and these are not necessarily Native American casinos.

California has some bizarre laws that allow card games and the list goes on...

In other words, you have to look at the laws state by state and these laws are changing all the time.
