The plastic Westward Ho's are not in TCR because plascic & aluminum "free play" chips are not included in TCR. They are in a free play & token book by Dean Richmond & Howdy Herz, I believe. These Westward Ho plastics are very common and sell for $1 or less, each, about 5 colors known.
