Some casinos will sell you a full rack, yes. But most casinos won't want to let you have a full rack of fractionals. The reason for this is that the chips cost more to make then they have in face value. Sometimes, they just don't have enough on hand. Thats often times the case with smaller casinos.

You can get a rack full, but it is really a hit or miss on which casino you're at , what rules nthey have and what they have on hand.

Some caswinos wont sell you fractionals at all. Most other will sell you only a few. It also depends on you you have at the cage. People are people, and cage people are no different. Sometimes you get nice ones, and other times you get someone that just doesn't want to be bothered.
