Depending on how it is applied, it would probably be difficult or impossible to scrape off the word "Reproduction" without permanently damaging the chip.

There definitely are significant potential trademark issues. As others have noted, some names/images of even closed casinos may still be protected trademarks. Each of these possibilities would have to be investigated on an individual basis.
