Thats just word play/accounting games. The government continues to incur debt while claiming that they spend less. The national debt has increased . . . that increase in debt must be counted. iF there were a true surplus, the debt would not increase (in fact the surplus shpuld be used to reduce the debt).
If you truly want to see a government with a balanced budget/lower taxes/less spending/reduced debt there is only one party to consider www.lp.org
