There are a lot of holes in the medicare statutes that unscrupulus people take advantage of.
One that I know of is about (pampers)
Medicare will not pay for Pampers but they will pay for Incontinant supplies. Therefore some people will buy and supply "depends" and charge the government for "Incontinent supplies".
