Just how many people making $5.15 / hour can make inteligent decisions concerning investments?

One of the things I hate about the Liberal philosophy is the underlying idea that people are too stupid to take care of themselves. Part of the reason for that is the current public school mantra that failure shouldn't have any negative consequences. As a result, many do not have any motivation to make the effort to do what is needed to succeed.

As I said before the program is voluntary.
