I think we are all agreeing here but are saying things differently. Maybe 'percieved value' is a better word. The seller is trying to make you 'percieve' these as more valuable because they are 'packaged'. It is not grading, but it is working on your perception, just like a graded chip.

The value is the same regardless how it is packaged. IMO It's simply an overpriced chip in a package intended to alter your 'pervieced value' of it, ie. believing the packaging makes it more valuable. .... I think I said that right
