I wanted to keep the definition as simple as possible. I could have said not "readily" available in the casino. It is not so unusual to find a retired chip on a table or at the cage in a casino. But that is an exception. If you wanted a particular retired chip, you could not count on going to a casino and finding one like you could find a current chip. That is the difference.
