My understanding is unless you are making a profit selling your chips, you don't have to report it as a business. And in fact the IRS won't let you take the loss in your "business" unless you make a profit, at least some years. The IRS would consider most chip dealers who don't make a profit as hobbyists. For many who sell an occasional chip on Ebay, the costs more than outweigh any profit. If someone spends $50 in gas and $75 for a hotel room and then sells five chips on Ebay for a profit of $2 each, you're left with a loss of $115. Anyone have a different take on this?
