In the UK it is illegal for table employees to accept tips! All the bar, restaurant and door tips get pooled together though.

My experience in France and Spain seems to be that its illegal NOT to tip at the table. In Monte Carlo one of the roulette croupiers was actually staring at me and tapping his fingers on the table for some time after paying me out.
