Yes this is quite common in the smaller Indian Casinos.

We have been asked to empty our pockets, have been photographed, followed to our car. Told to return to the table. Had one casino call the others in the area and when we arrived at another one, had a Security Escort ( made it a bit more challenging) but we still got what we needed.

Our local casino has signs posted, that removal of chips is considered theft and they will prosecute.
