It generally costs less than $1 to make a $1 chip. So you would think that the casino wouldn't care. The profit for the casinos on higher denomination chips is huge.

Some apparently view the chips as casino property and don't want them removed. They probably don't understand collecting and are worried about counterfeits or something else.
