If you have a "business" account now and, thus, pay a fee to PayPal on all receipts, you can change (they call it "downgrade") to a personal account -- where you have no fees, but can't accept credit card payments (but you can accept payments from the payer's existing PayPal balance and bank transfers).

To change to a personal account, just go to the PayPal site, click "help" link, and then put the words "downgrade to a personal account" in their search engine, and go from there.
