I've never seen one in person, but this is my understanding. They are decorative objects that can spin which are designed to be used to place on your cards at a poker table to protect against the dealer accidentally folding your hand. People use all sorts of objects for this purpose, including chips from other casinos, or even a few chips in play at the table.
