I believe the first NCV chip with the CCGTCC name on it is one of the tournament chips. Is that what you are lookig for, Tom? They have values printed on them but were not redeemable for cash. First set was probably from Excalibur in 2000.
There are a lot of No-Value chips that are earlier; maybe you are looking for one of them? Earliest is probably the joint ANA/CCGTCC chip from Florida ANA show. These had no numeric value on the chip. You can probably still get them frm the Club souvenir seller.
Earliest Nevada No-Value convention chip is probably one from the Aladdin in 1993. This isn't a NCV chip, though.
There were also commemorative casino chips made to honor the club. These were live chips and could be cashed. First was the Aladdin Chipco in 1993, I believe. Again, not an NCV chip, though.
Archie has frequently made special chips and handed them out to club members. It's possible one of these predates all those I've mentioned. These would probably be termed advertising chips, though, as no casino name is on them.
