Yep, your on the money. They had a 25 cent blackjack game back in the day and had this chip made. Problem was when the bettor went to the cage to be paid, kinda tough to bite a penny in half. This chip was soon after pulled....with only a few getting out. Hence why they are in such good condition. More soon!
