They have been positively ID'd as the following:

VB (Script) - Vic Benetti - Edwardsville Il. 1946

JP - J Barnett - Jerome Hotel, Hammond Indiana - 1948/1949.

Even thought the JP chips were sent to the Jerome Hotel, that location was a known drop for many of the Chicago area Illegal Casinos. I am fairly sure that these chips were used in a Chicago area club.
