What better way to report back then with scans? I think the scans would best address these concerns:
~the person reporting isnt being a tattle tale
~The person reporting wouldn't have to be making judgment calls. They wouldnt have any way of knowing what the condition of the original chips were.

What I forgot to mention was that in order for this to work correctly, the originator must also make a scan of the chips they send out at the start.

Each personon merely documents what they get with the scans.
