Looks like a sample or prototype for the Caesars Palace "Dean Martin" chips that were made in the 1970's, N8044. Probably not real casino chips, but souvenirs or presentation pieces.

The complete ones are worth $1000+. This might be worth $100 or so as a sample. Just a guess.
