Casinos pay sales tax on the purchase price of the chips -- around $1 each -- not on the value of the "shrinkage" from missing chips ($100 for a black, $25 for a green, etc.) because they are considered to be removed without permission.

In Washington, that is one reason the non-Indian facilities will not sell chips from the cage. They do not want to give the appearance of a "sale".
