Why is it that when you buy a chip at the tables you buy it at face but if you re sell it it becomes subject to sales tax?

Part 2 Being sales are subject to sales tax, shouldn't it only be to the value added portion.

Somehow, charging sales tax on an item that originally was NOT subject to tax doesn't make sense.

Does the casino pay sales tax on chip purchases? I doubt it
