I expect these were tokens for some use other than gaming. Until recently gaming at carnivals in Canada (at least western Canada) was of the "money plays" type. This still predominates on the carnival section, where Conklin would be operating. It was only in the last 10 or 15 years that casinos were established at larger fairs. Given the relatively small size of Conklin Shows, it is highly unlikely it would have or ever had a casino. Nothing on the British Columbia government's website indicates Conklin is licensed as a casino.
