Both require you to be in the application that displays the picture. One of your menu items should allow you to re-size the entire image, either by changing the physical dimensions or the resolution (or both).
Check the resolution size. If greater than 150, reduce it to 150 (100 is OK). If smaller, don't change the setting. If you do this reduction, do a Save As and try to up load the new image. If still too large, then re-open the image in photo application.
Now change the physical dimension. For a single chip make the image 2 inches by 2 inches. Do a Save As, and try to up-load that new image.
This should work.
