I have had only one lost chip package claim that I had to file. It was for a very nice Fremont $5 Arodie and I had it insured for $800 plus sent it special delivery. It never made it to it's new owner. Actually the padded envelope did, with one of those NICE notes that said your mail was damaged during transit, but it had been cut and the chip removed I had no problems resolving my claim, just that the paper work was never ending I had a scan of the chip, the eBay end of auction report and TCR to back up my claim. I was given the full amount of the eBay closing bid, plus the cost of mailing and Ins.
IMHO you only put up a red flag if you insure a package for a large amount. I'm sure that a very few USPS sorters look for those packages with high Ins. amounts and go for them.
