I saw that just two weeks ago and forgot to mention here. What I saw, if I remember correctly was three banks of upright video monitors. The were configured into a "Y" pattern, but did not touch at the center. In the center was a lone roulette wheel, on a pedistal that was attended by a dealer and a supervisor.
At the banks of video terminals, which operate off a TITO system and a track-ball, the players place their bets, i.e., the track-ball moves a cursor and buttons allow amounts to be placed.
When the dealer fires the ball the game is on. Bets are placed up until no more are allowed, and it has an electronic inter-lock to prevent last second betting.
A camera reads the winning number, it is displayed on all the screens and if you win, you get paid and if you lose, the house gets paid!
That about explains it. It was interesting to see that nearly all the terminals were occupied.
