Yes, it would be from an illegal club in East Girardeau, IL, if it is infact from Illinois. Unfortunately, the records from Wills are not available (and I believe don't exist because of a fire) so we will probably never know. I originally received mine as being represented as an Illinois chips, but a few hundred turned up a few years ago with the Nevada attribution.

Perhaps they were used at both (doubtful), but who knows?
