My experience with NCVs has been different than what you describe, John. At every casino I've used them I've been allowed to keep playing them until I lose a bet, not simply after making the first bet.

Some casinos use match play chips (or coupons), which the casino takes after the first bet, win or lose. But the NCVs generally can stay on the table until the bet is lost, at least from what I've seen.
