In Washington, asise from pull-tabs bingo & Lotto, there are three principle classes of gaming.
Indian Casinos which can be large (2000+ slots and 60+ tables) and offer all manner of "Vegas" games.
Card Rooms which offer only player banked games, mostly poker and, ocassionally, blackjack.
Mini Casinos (legally called "augmented card rooms") which offer house banked table games (except craps) and are video surveilled and State audited. They typically open with 5 or so tables, then expand to 10-20. There are currently over 90 licensed mini casinos in WA. There is an effort currently underway to allow these properties to expand into all games the Indians have.
In my opinion, having the games banked by the House makes casinos out of card rooms.
