No, not on purpose. It is common on many, many chips.

If they do a smooth center inlay you won't see the problem. Search for Moire on google and you will see lots of examples.

The same effect also plagues scanned images of halftone images like you might find in a magazine or newspaper. Depending on the resolution it is scanned at, it will have a different effect each time.
