There is something very flawed with your problem or your math. First the problem deals with 101% of some group of people. If the "people" is the original 200 people they got all the chips before the 101 was served. If the people the problem refers to is the total number of people that got chips then the last chip went to the 203 or 204 person so you got only what you bought the first time around either 1, 2, 5 since you admit you made it back in line at 206.
I assumed that you are a chip collector and bought the max the first time so it would be 5.
