yes that was a very tricky one. i managed to work that out somehow, but heres something i still dont get. if it takes 400 minutes to serve the 200 people, with only 10 or so chips left at the end, the extra thousand people that have lined up (one every 24 seconds for 400 minutes)would surely swallow all those up before you rejoin the cue at number 1001?
