Cleaning is not the same as sanding. Sanding actually removes a portion of the surface of the chip composition. Cleaning merely removes dirt, grease and grime ... called grunge.

Wear on the other hand is legitimate... whether referring to coins, or chips, or tokens. Sanding chips is not wear from actual use ... it is deliberate removal of chip composition in an effort to remove cigarette burn DAMAGE ... to make it appear that there was no DAMAGE to the chip to begin with.
