WOW! That plaque is in a really good condition.
Most I saw before were not that beautiful.

Many europian collectors do NOT think that it is from Monaco / Monte Carlo.
Please take a very close look at the corners of the filigree. There are the letters "C" "E" and "P".
(I made some yellow circles in your picture.)

C E P could be the Casino Elysée-Palace in Vichy, France.
This is not confirmed ( even Monte Carlo is not confirmed also) but many collectors in Europe think so.
