After giving it some thought myself I'd have to agree. It would only work if the chips in the database where catergorized to begin with. And as you pointed out, the state won't provide that info, it will be impossible to do.

Unfortunately, there is no way to programatically assign categories to a chip and it must be done manually. That's why the members will be so important to the success of the site.
