I purchased one of these at the big antique show in Portland earlier this year. The seller was very knowledgeable and had a number of other items from the Pendleton Roundup. This is an older chip used to exchange for beer at the "Happy Canyon" venue ran by the local Indians. The newer Happy Canyon chips are just the standard plastic chips with a hot stamp. The seller said these were much older and more desirable.
