Not likely made for employees to tip other employees. Probably used at roulette tables for servers to exchange their non-value roulette chips for one of the "Employee Toke" chips. The "Redeem Only" hot stamp tells them where to cash it in so that employees are not tying up the cashiers at "busy" cages. If so, a good business decision.
