When the owners or TOBA give me the rights to a horse's name, I get the rights to use all truthful information about the horse.
I tried going through Churchill, their fees are in 6 figures. I've talked to Triple Crown but did not ask for costs.

Copywritten pictures of the horse are the hardest to get. TOBA or the owners can not give you permission to use a picture with a copywrite on it. Only the photographer can. Funny Cide pictures cost me a free week at the Palms.
