To answer your question: of course not. But that is not what I said. As a former federal prosecutor and teacher of criminal law and procedure it has been my experience that the so-called "rackateering" statute has been gravely abused. My point is that under this statute it is easy for the government to use the dirty word rackateering as if the accused consorted with known underworld figures...but that's not what the statute is limited to.
