It is considered to be cheating because Roulette chips are different then cash value chips, The value of Roulettes depends on the table's current minimums so say you are at a Roulette table and the minimum is $5 and you buy and pocket about $100 worth of chips and leave, You come back an hour later to the same table and the minimum to play is now $25 the value of those chips have increased so you are getting more money then you paid for. There are rules in place in many jurisdictions that prohibit and make it a violation of the gambling laws to remove Roulette chips from the table or casino.
