Federal Government. Most are not self sufficient and can not be classed as city/state entities. Barona, Viejas and Sycuan are better classed as Corporations. The Tibal Councils run the business. Tribes/Bands can set up governing councils, law enforcement agencies and in some cases courts of law. Even with these governmental enhancements they are still not self sufficient like city, states. Tribes without casinos are still totally dependent on the Federal Government to survive. This is the way the white man wanted the indian. Out of sight out of mind. Every tribe/band that is recognized by the Bureau of Indian Affairs can be considered, legally by the Constitution of the U.S. equal to an independent nation.
