I have but very seldom. The ink is fired on at very high temperatures. It usually is on for good. Sometimes if too high a temp was attained the ink will become unstable and it usually results in an uneven surface. Almost kind of looks like house paint if you would heat it with a torch to make it easier to scrape.
When it dries it will probably adhere but not as well as if were applied properly. Washing in hot soapy water could very well set it free.
At any rate, peeling ink is a manufacturing defect. There maybe other causes but this is one I am sure of.
