I think it also depends on the employee. I had no problems buying from the cage at the Las Vegas club and the Plaza. But chips from the cage have been a no go at the Sahara. A couple places I've been wouldn't sell ones from the cage so I bought a stack of fives and scoped out empty craps/roulette games and asked to trade 2 reds for 10 ones.
