Why is Osama bin Laden still evading capture? Why is the US counting on Pakistani forces to suround the most significant Al Qaida terrorists?

It would seem the choice of which tyrant terrorists to go after is somewhat arbitrary and capricious - especially given that it was Osama Bin Laden who runs the group that attacked the US . . not Saddam Hussien.
